The book consists of the following parts: Part I: The promise: human rights in donors' politics. Part II: The practice: sanctions versus promotion. Part III: Components of the linkage. The message of this book is that human rights should be applied throughout development aid, not only used to evaluate yhe performance of the recipient governments.It argues that all the governments -donors included- are bowed by international human rights law.
